
As new policies aimed at boosting international student success and channeling more sustainable immigration flows are operationalized across Canada, the downstream impacts for higher education institutions have been significant.
Despite the policy changes, it is clear that institutions are reinforcing that Canada’s education sector is open and welcoming international students. As a safe and culturally diverse country, institutions remain committed to providing an exceptional experience for international students studying in Canada. In fact, many institutions have expanded accommodations for international students and offer affordable housing options, as well as have invested in providing dedicated resources on campus to ensure student success. Institutions are offering additional financial aid opportunities in the form of scholarships and bursaries, along with flexible interest-free payment plans to help make education more affordable for students and families. Study permit processing times, while still longer than last year, are coming down – from 14 to 15 weeks to 12 weeks on average in mid-June.
Institutions and education agents now find themselves navigating a number of macroeconomic and geopolitical headwinds in international student recruitment – one of which is Canada’s reputation as a destination for international study amongst students and families abroad. As Larissa Bezo, President and CEO of the Canadian Bureau for International Education (CBIE), put it well on a recent Flywire webinar, “There is still a strong desire to come and to want to learn in Canada. But given the uncertainty and lack of clarity, some are taking a ‘wait and see’ approach. We remain hopeful that we’ll see [international students] come to Canada.”
What can institutions do to recruit the right students now, while also putting in place processes that will help for the long term?

On a recent Flywire webinar, University of South Australia, who faced similar policy changes within the Australian market, shared advice for Canadian institutions and the education agents they partner with on how to best navigate the market conditions.
In the past, where students would apply to, say, four institutions in Australia, they’re now applying across four different countries, Rishen Shekhar, Director of Global Recruitment and Engagement at University of South Australia shared.
That means application turnaround time is much more important to boosting conversion rates as institutions compete globally for the best students.
“Turnaround time is one of the most crucial decisions with students when they know that visa processing times across multiple countries are at extended periods. The sooner we can get back to them, the simpler we make the process of paying, accepting and issuing the confirmation of enrollment,” Shekhar said.
Use data to focus on your best applicants, encourage new markets
Navitas takes an active approach to diversifying their international student population. It’s critical to understand emerging countries and get granular on each applicant by leveraging technology solutions.
And new markets are emerging. According to new analysis from Immigration, Refugees and Citizenship Canada, students from countries including Bangladesh, Ghana, Guinea, and Senegal saw higher approval volumes for permits year-on-year as of Q1 2024.
